UN/ISDR Champion Calls for “Holistic Approach” to Flood Risk in the Philippines

6 October 2011: The UN International Strategy for Disaster Reduction (UN/ISDR) has reported that UN/ISDR Champion, Loren Legarda of the Philippines, has called for a holistic approach to flood risk, in the form of a national integrated flood warning and response system.

Legarda made the call as an estimated 3.2 million Philippines residents struggle to cope with the impact of back-to-back typhoons. He stressed the links between disaster, climate change and development, calling for assessing “the causes and effects” of major flood events and to make recommendations to “improve flood mitigation and response preparedness.”

According to UN/ISDR, Legarda also urged the National Disaster Risk Reduction and Management Council and the Climate Change Commission to increase collaboration to strengthen resilience of local communities against climatic events. [UN/ISDR Press Release]
