UNFCCC Technical Papers Address Selection of Host Institutions, Mitigation Ambition

UNFCCC28 May 2013: The UNFCCC Secretariat has published two technical papers to be considered during the session to be held in Bonn, Germany, from 3-14 June 2013. One addresses steps and time frames to conduct an open and competitive bidding process for selecting host institutions (FCCC/TP/2013/1) and the other is a compilation of information on mitigation benefits of actions, initiatives and options to enhance mitigation ambition (FCCC/TP/2013/4).

The technical paper on steps and time frames to conduct an open and competitive bidding process for selecting host institutions for entities under the Convention provides an overview of the general UN principles for procurement of services, and provides an overview of the experience in and processes for selecting host institutions within and outside of the UNFCCC. The Subsidiary Body for Implementation (SBI) may wish to consider this paper in its deliberations on the review of the Adaptation Fund and its interim institutional arrangements. The paper outlines guidance to establish a fair and transparent bidding process.

The compilation on information on mitigation benefits of actions, initiatives and options to enhance mitigation ambition is based on Parties' and accredited observer organizations' submissions. This paper was prepared upon a request by the Ad hoc working group on the Durban Platform for Enhanced Action (ADP). The paper addresses parties' proposals on thematic areas where ambition for the pre-2020 period could be enhanced due to their high mitigation potential.
