UNFCCC Releases Norway’s Submission on Reporting Guidelines

UNFCCC1 October 2012: The UNFCCC Secretariat has released a submission from Norway containing its views on proposed changes to reporting guidelines for biennial reports from Annex 1 countries (FCCC/SBSTA/2012/MISC.11/Add.1).

Norway's submission highlights the need to understand parties' economy-wide emission reduction targets, and for coherent reporting through standard tabular formats. It emphasizes transparent financial reporting, and cautions against double counting that may occur through the singling out of capacity building and technology transfer activities. Specific measures are recommended to provide a comprehensive overview of activities through changes to the common tabular format, including: reporting of total emissions by sectors and totals including and excluding land use, land-use change and forestry (LULUCF); and reporting of total emissions by the various gases, excluding LULUCF.

The submission, which is in addition to the five submissions contained in document FCCC/SBSTA/2012/MISC.11, will be considered by the Subsidiary Body for Scientific and Technological Advice (SBSTA) at its 37th session, scheduled to take place in Doha, Qatar, from 26 November-1 December 2012. [Publication: Norway's Submission on Reporting Guidelines]
