UNFCCC Releases Budget Programme for 2014-15

UNFCCC27 March 2013: The UNFCCC Secretariat has released the budget programme for the biennium 2014-15 for consideration by the 38th session of the Subsidiary Body for Implementation (SBI 38) to be held in June 2013. The document (FCCC/SBI/2013/6) presents the human and financial resources to implement the UNFCCC Secretariat's work programme, including the details on the approach to frame the budget proposal.

The budget programme proposal seeks to provide an overview of all activities financed from different sources in the work of the UNFCCC Secretariat and is presented reflecting two tiers: the first reflects zero real growth for all programmes; and the second includes an additional 25 posts and associated costs for required measurement, reporting and verification (MRV) activities in the context of the Mitigation, Data and Analysis (MDA) programme, such as the International Assessment and Review (IAR) for Annex I Parties and the International Consultation and Analysis (ICA) for non-Annex I Parties.

The goals that guided the elaboration of the proposal include: the provision of support to parties in the strengthening of the multilateral climate change regime, including in the development of a new legal and universal agreement by 2015; and delivering on the ambitious implementation agenda set under the Convention and its Kyoto Protocol.

The document is to be jointly considered with addenda that contain: a proposed work programme (FCCC/SBI/2013/6/Add.1), a description of the activities for which supplementary funding is sought (FCCC/SBI/2013/6/Add.2), and the resource requirements for the Trust Fund for the International Transaction Log (ITL) (FCCC/SBI/2013/6/Add.3).
