UNFCCC Publishes Report on Response Measures Forum
16 November 2011: The UNFCCC Secretariat has published a report (FCCC/SB/2011/INF. 5) on the special event held in the context of the forum on the impact of the implementation of response measures at the 34th sessions of the subsidiary bodies. The event was held on 13 June 2011 in Bonn, Germany, following a decision of the Conference of the Parties (COP) (1/CP.16) that parties should cooperate fully to enhance understanding of the economic and social consequences of response measures, taking into account the need for information from those affected and evidence of actual impacts and of both positive and negative effects.
The COP further decided to consider how existing channels, such as national communications, including the possible submission of supplementary information, as considered by the Subsidiary Body for Implementation (SBI), could be improved and built upon. The Chairs of the Subsidiary Body on Scientific and Technical Advice (SBSTA) and the SBI were requested to convene such a forum at the 34th and 35th session of these bodies with the objective of developing a work programme under the subsidiary bodies to address this impact, with a view to adopting, at COP 17 modalities for the operationalization of the work programme and a possible forum on response measures.
This report provides a summary of the special event and outlines the objective of the event as well as the proceedings and the main issues raised. During the event, participants shared their views on the impact of the implementation of response measures, and on possible elements for a work programme and a possible forum on response measures. This was followed by a discussion among parties, observer organizations and experts. [Publication: Report on Forum on the Impact of the Implementation of Response Measures]
