UNFCCC Publishes Note on Arrangements for Intergovernmental Meetings
19 April 2013: The UNFCCC Secretariat has released a note on arrangements for intergovernmental meetings (FCCC/SBI/2013/4), which addresses, among other issues: the 19th session of the Conference of the Parties (COP 19) and the 9th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP 9); future sessional periods, including for the sessional periods in 2018; and organization of the intergovernmental process, including the engagement of observer organizations.
The note contains an invitation to the Subsidiary Body for Implementation (SBI) to provide advice: to the COP and the COP/MOP on the organization of their work during the 2013 UN Climate Change Conference, to be held in Warsaw, Poland, as well as of the subsidiary bodies; to the UNFCCC Secretariat on possible elements of the provisional agendas for the COP 19 and the COP/MOP 9; and on dates for the sessional periods in 2018.
On future sessional periods of the COP and the COP/MOP, SBI is invited to encourage the presentation by SBI 38 of an offer from the Latin America and Caribbean States to be forwarded to host COP 20 and COP/MOP 10. On possible improvements to the intergovernmental process, the note provides some elements that parties may wish to consider, inter alia: possible ways to enhance methods of negotiation; the development of coherent provisional agendas and possible streamlining; the high-level engagement of ministers and political leaders; and the calendar and frequency of meetings post-2015.
Moreover, the note provides an update on participation by observer organizations in the UNFCCC process, including on the implementation of the SBI relevant conclusions. Finally, Annexes to the note contain possible elements of the provisional agenda for COP 19 and for COP/MOP 9. [Publication: Note on Arrangements for Intergovernmental Meetings]
