UNFCCC Publishes JISC Annual Report to COP/MOP 8

UNFCCC19 October 2012: The UNFCCC Secretariat has published the Annual report of the Joint Implementation Supervisory Committee (JISC) to the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP), for consideration by the 8th session of the COP/MOP (FCCC/KP/CMP/2012/4).

The report covers the work of the JISC during the period from 15 September 2011 to 27 September 2012. It summarizes the state of Joint Implementation (JI), including the number of JI projects registered and emission reduction units (ERUs) issued, and  highlights that the JISC held three meetings and one roundtable consultation with stakeholders. The report further outlines the achievements of, and challenges faced by, the JISC in its supervision of JI, as well as difficulties being faced by the mechanism, such as low demand for ERUs and uncertainty regarding the level, timing and nature of new national emission targets. It also reports on the financial resources for the work on JI.

In addition, the report contains some recommendations for actions by the COP/MOP in the context of the review of the JI guidelines, together with recommendations for ensuring a smooth transition of the mechanism in the post-2012 period, such as in relation to issuance of ERUs in the period before new national emission targets have been established.
