UNFCCC Publishes Draft Revised JI Guidelines

UNFCCC19 October 2012: The UNFCCC Secretariat has published a document containing the “Revised Set of Key Attributes and Transitional Measures and Draft Revised Joint Implementation Guidelines” (FCCC/KP/CMP/2012/5), which were prepared by the Joint Implementation (JI) Supervisory Committee (JISC).

The guidelines were prepared in response to the request by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) that the JISC should draft a revised set of key attributes and transitional measures dealing with possible changes to the JI guidelines.

The document contains guidelines regarding: the role of the COP/MOP; the JI governing body, including its functions and membership; JI host parties; eligibility to transfer and acquire emission reduction units (ERUs); validation and registration of JI project activities; monitoring, verification and issuance of ERUs; and accreditation of independent entities.

The draft will be presented for discussion to the 8th session of the COP/MOP, in Doha, Qatar, in November-December 2012, with a view to developing revised JI guidelines for adoption at COP/MOP 9 in 2013. In addition, the JISC has provided recommendations regarding transitional steps to manage the transition of JI from the current JI guidelines to the new JI modalities and procedures recommended by it, and these are contained in the annual report of the JISC to the COP/MOP.
