UNFCCC Publishes Bulgaria’s GHG Inventory Report

29 November 2010: The UNFCCC Secretariat has published the report (FCCC/ARR/2010/BGR) of the individual review of the annual submission of Bulgaria submitted in 2010.

The expert review team (ERT) finds that the inventory submission of Bulgaria has been generally reported in accordance with the UNFCCC reporting guidelines. The inventory submission is complete and Bulgaria has submitted a set of  common reporting format (CRF) tables for the years 1988-2008 and an national inventory report (NIR); these are complete in terms of geographical coverage, years and sectors, and complete in terms of categories and gases. Bulgaria's inventory is generally in line with the Revised 1996 Intergovernmental Panel on Climate Change (IPCC) Guidelines, the IPCC good practice guidance, and the IPCC good practice guidance for land use, land-use change, and forestry (LULUCF). Bulgaria has implemented higher-tier methods for some key categories.

The ERT recommendations include: improving the transparency of the inventory by including in the NIR additional information on, and explanations for, the selection of methodologies, identifying emission factors, assumptions for choosing parameters and sources of activity data; providing quantified uncertainty estimates for all categories (including the LULUCF sector); and including the LULUCF sector in the overall inventory uncertainty analysis. [Bulgaria's Inventory Report]
