UNFCCC Publishes AWG-LCA 15 Report

UNFCCC10 July 2012: The UNFCCC Secretariat has published the meeting report of the first part of the 15th session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention on (AWG-LCA 15), held in Bonn, Germany, from 15-25 May 2012.

The report features sections on, inter alia: opening of the session; organizational matters; preparation of an agreed comprehensive and balanced outcome to be presented to COP 18 for adoption, to enable the implementation of the Convention through long-term cooperative action now, up to and beyond 2012, pursuant to decision 1/CP.13, taking into account COP 16 and 17 decisions and recognizing that the Convention's work includes implementation tasks and issues that are still to be concluded; and further definition of the Review's scope and modalities.

The meeting report contains the AWG-LCA 15's agenda and organization of work as adopted by parties after consultations. The agenda contains the elements of Decision 1/CP.13 (Bali Action Plan) and includes a footnote indicating that "items on the agenda have enjoyed different levels of progress through decisions adopted by COP 16 and 17. Taking into account the progress achieved, some items may not need further work under the AWG-LCA." The report further reflects parties' common understanding on how to proceed in AWG-LCA's work.

The section on organizational matters includes a reference to the five workshops held during the Bonn meeting on, inter alia: equitable access to sustainable development; clarification of developed parties' quantified economy-wide emission reduction targets; and understanding developing countries' nationally appropriate mitigation actions (NAMAs).

The report states that AWG-LCA Chair Aysar Tayeb (Saudi Arabia) informed parties that submissions pursuant to Decision 2/CP.17 continued to be welcomed. He requested the Secretariat, as part of the work programmes in decision 2/CP.17, paragraphs 79-86 (various approaches, including markets) to: prepare a technical paper; and focus discussions through workshops, where possible.
