OECD Paper Discusses Energy Sector Environmental Management and Governance

November 2010: The Organisation for Economic Co-operation and Development (OECD) has published a paper in its OECD Environmental Working Papers series titled “Capacity Development for Environmental Management and Governance in the Energy Sector in Developing Countries.”

The paper highlights the importance of sound environmental management and governance in the energy sectors of developing countries for achieving long-term sustainable development goals. In particular, it explores the concept of Capacity Development for the Environment (CDE), outlining its goals, requirements, entry points, strategies, and approaches, as well as implications for donors.

Arguing that capacity development should be targeted at specific environmental and social problems impacting the majority of a population, the paper argues that CDE should focus on sustainable energy sources of relevance to the majority of the population, and on increased efficiency of energy use. [The Paper]
