IPCC Opens Review of the Second Order Draft of the KP Supplement

IPCC15 April 2013: The Intergovernmental Panel on Climate Change (IPCC) has announced that the government and expert review of the second order draft of the '2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol' (KP Supplement) and the first draft of its Overview Chapter began on 22 April 2013 and will end on 2 June 2013.

Over 2500 comments from 97 experts were received for the first order draft earlier in 2013 and, based on those comments, the authors prepared the second draft. Authors will then produce the final draft of the KP Supplement based on the comments received from governments and experts, which will be distributed to governments in September 2013. The Overview Chapter will then be considered for adoption and the entire report for acceptance at the 37th session of the IPCC, which is scheduled to be held in Georgia in October 2013.

At the 35th plenary session of the IPCC in June 2012, the Task Force on National Greenhouse Gas Inventories (TFI) was asked to review and update its supplementary guidance on greenhouse gas (GHG) emissions and removals from land use, land use change and forestry (LULUCF) for reporting under the Kyoto Protocol based on a request in December 2011 by the parties to the Kyoto Protocol. In addition, the TFI is working on the '2013 Supplement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories: Wetlands' (Wetlands Supplement), which will also be available at the end of October.

Review is an essential part of the IPCC process, to ensure objective and complete assessment of the current information. During the multi-stage review process, beginning with the review of a first order draft by scientific experts, followed by the review of a second order draft by governments and experts, and a final round of government comments prior to the adoption/acceptance session of the IPCC, reviewers are invited to comment on the accuracy and completeness of the scientific/technical/socioeconomic content and the overall balance of the drafts.
