Coalition Issues Briefing Paper on Energy in Post-2015 Development Framework
28 May 2014: Several NGOs jointly published a briefing paper on energy in the Sustainable Development Goals (SDGs) and post-2015 development agenda, including six specific recommendations. The paper from CAFOD, Christian Aid, Energia, HEDON, HIVOS, IIED, IESR, KCCWG, KITE, Mercy Corps, Practical Action, SDN, TERI and WWF argues that access to affordable and reliable energy services is crucial to the success of the post-2015 development framework, and that shifting to more sustainable and efficient energy systems globally is also crucial for tackling climate change.
The paper calls for a holistic approach to energy within the post-2015 framework that focuses on development impact with cross-cutting targets and meaningful indicators.
It makes recommendations for: affordable and reliable energy services; supporting the "dual focus" of the UN's Sustainable Energy for All (SE4ALL) initiative; a "total energy access" approach to any energy goal, to capture gendered and other aspects; financial, technical and political support for decarbonized, low- or zero-carbon technologies; a participatory approach to designing and delivering services; and increasing the current SE4ALL targets in order to prevent climate change.
