CDM Executive Board Adopts Revised Standards for CDM Programme of Activities

UNFCCC26 July 2013: At its 74th meeting, the Executive Board of the Clean Development Mechanism (CDM) adopted amendments to various standards for the CDM Programme of Activities (PoAs), relating, among other things, to the demonstration of additionality and the use of sampling and surveys in PoAs and stand-alone project activities.

The meeting was held from 22-26 July 2013, in Bonn, Germany, and also considered issues relating to the registration of project activities and issuance of certified emission reductions (CERs). The Board adopted a revised procedure for accreditation of operational entities, which aims to enhance transparency, consistency and predictability, and reduce the cost to entities. The revised procedure will come into effect on 1 January 2014.

In addition, at the meeting, the Board considered a concept note on the share of proceeds to cover administrative expenses, which sets out the options and potential impact of adjustments to the registration fee, following requests from stakeholders for this share of proceeds to be waived or reduced. The Board agreed to maintain the current share of proceeds.

Furthermore, information presented at the meeting showed a continued high interest in the CDM in Africa despite the drop of over 80% of the price for CERs. The activities of the first two operational regional collaboration centres (RCCs) in Lomé, Togo, and Kampala, Uganda, which are to provide on-the-ground support to project participants, national authorities and agencies engaged in the mechanism, indicate there are many project ideas looking for backers and numerous agencies eager to engage in the CDM. A third RCC was recently launched in in St. George's, Grenada, in partnership with the Windward Islands Research and Education Foundation.

According to the UNFCCC Secretariat, a fourth RCC is due to launch at the beginning of August 2013 in partnership with Corporación Andina de Fomento in Bogota, Colombia, and the fifth RCC is planned for Asia later in 2013.
