AOSIS Submits Proposed Amendments to the Kyoto Protocol
16 August 2012: The UNFCCC Secretariat has published Nauru's submission on behalf of the Alliance of Small Island States (AOSIS) containing its proposed amendments to the Kyoto Protocol (FCCC/KP/CMP/2012/2).
The submission reflects the proposals presented by AOSIS during the 17th meeting of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP 17) held in Bonn, Germany, from 15 to 24 May 2012, as an input to the work of the AWG-KP. The submission is intended for consideration by the 8th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP 8) to be held in Doha, Qatar, from 26 November to 7 December 2012.
The proposal addresses, among other issues: the use of Assigned Amount Units (AAUs) for the second commitment period, including a total quantity of carried-over AAUs, certified emission reductions (CERs) and emission reduction units (ERUs) for carry-over from the previous commitment period or requested for addition to that party's assigned amount; and units generated from market-based mechanisms. The submission also considers the possible adoption of further procedures and mechanisms to address cases of non-compliance.
The submission was presented in accordance with Article 21, paragraph 2, of the Kyoto Protocol that provides that any party may make proposals for an annex to the Protocol and may propose amendments to annexes to the Protocol. Those amendments shall be adopted at an ordinary session of the COP/MOP and be communicated at least six months before the meeting at which it is proposed for adoption.
