21_October 2014: A group of independent experts of the Human Rights Council of the UN Office of the High Commissioner for Human Rights (OHCHR) has published an open letter, titled ‘A New Climate Change Agreement Must Include Human Rights Protections for All.' The letter urges State Parties to the UN Framework Convention on Climate Change (UNFCCC) to recognize the adverse impacts of climate change on the enjoyment of human rights and to adopt urgent and ambitious measures to prevent further harm. continued...

21_October 2014: The World Meteorological Organization (WMO) has reported record-breaking average temperatures in many parts of the world during the first three quarters of 2014. Drawing from a variety of datasets in the run-up to its provisional annual 'Statement on the Status of the Global Climate,' to be released in November, WMO also announced that Arctic sea ice shrunk to its 2014 minimum of 1.94 million square miles on 17 September, the sixth smallest area since 1979. Antarctic ice, however, reached its largest annual maximum (7.76 million square miles) since 1979 on 22 September. continued...

16_October 2014: The UNFCCC Secretariat has published a summary report of the third meeting of the structured expert dialogue (SED 3), which aimed to contribute to assessing the adequacy of the long-term global goal and overall progress towards achieving it based on the contributions of Working Groups II (WGII) and III (WGIII) to the Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC). 15_October 2014: The Fifth Workshop on Water and Adaptation to Climate Change in Transboundary Basins focused on developing and implementing climate change adaptation strategies and measures, taking into account specific outcomes at the transboundary level. The workshop brought together experts working on adaptation to climate variability and change, with a focus on transboundary basins, and was preceded by the 7th meeting of the Task Force on Water and Climate on 13 October. Following the adoption of the Fund's initial investment framework in August 2014, the GCF Board's Investment Committee is considering elements for further development of the framework, including: definitions for activity-specific sub-criteria and a set of activity-specific indicators; minimum benchmarks for each criterion, consideration of best practices of other institutions; and identification and comparison of methodologies for assessing the relative quality and innovativeness of comparable funding proposals in comparable circumstances. continued...
