Guest Article #136: The Green Climate Fund Starts Funding Climate Action in Developing Countries [viewed]

A few weeks ahead of the start of the 21st session of the Conference of the Parties (COP 21), where climate negotiators are set to gather to seal the fate of the Universal Climate Agreement, the Green Climate Fund sent a strong message to the world community: Its Board approved its initial set of projects and programmes, financing USD 168 million, with an additional allocation of USD 195 million over time, overall catalyzing up to USD 1.3 billion in private and public investments. This marks the end of the GCF launch phase and kick-starts the flow of climate finance through the Fund to developing countries.

COP 21 Ministerial Week Commences [viewed]

cop217 December 2015: The COP 21 ministerial week opened in Paris, France, beginning with the joint COP/CMP high-level segment, a contact group on JI meeting under the CMP, minister-led informal consultations under the Paris Committee on "support: MOI (finance, technology and capacity building),” as well as a meeting of the Committee itself, and bilaterals conducted by co-facilitators on: acceleration of pre-2020 action; ambition, including long-term goals and periodic review; differentiation, in particular with regard to mitigation, finance and transparency; and “support: MOI (finance, technology and capacity building).”

SBI, SBSTA and ADP Conclude in Paris, Drafts Forwarded to COP [viewed]

cop215 December 2015: On 4 December, the SBI and SBSTA concluded their work, but three items remained unresolved: the 2013-2015 review; capacity building under the Convention and the Kyoto Protocol; and impact of the implementation of response measures. On 5 December 2015, the ADP closed its work, adopted its conclusions, and forwarded the draft agreement and draft decision to the COP.

UNEP DTU Partnership Releases Guidance Note on Developing INDCs [viewed]

December 2015: The UN Environment Programme (UNEP) DTU Partnership has released a Guidance Note on developing Intended Nationally Determined Contributions (INDCs). The note explains the relevant elements of the Lima Decision of 20th session of the Conference of the Parties (COP 20) to the UNFCCC, and offers a step-by-step guide on how countries can express the mitigation and adaptation components of their INDC.

Paris Climate Change Conference Considers Reports from Funds, Side Events Consider Land, Farmers, INDCs [viewed]

cop21_iisdrs2 December 2015: On Wednesday, 2 December, African parties to the 21st session of the Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC COP 21) endorsed Morocco to host COP 22. Also during the COP plenary, the Strategic Climate Fund reported that, for the first time, it has provided two draft compiled texts on guidance to the Green Climate Fund (GCF) and Global Environment Facility (GEF).

November 2015 began with an historic meeting of the Green Climate Fund (GCF), where the Board of this new international financial institution (IFI) approved the funding for its very first projects and programmes, totaling US$168 million and allocating an additional US$195 million over time.
