29 January 2009: The UNFCCC Secretariat has released a notification to parties and observer States to the UNFCCC and its Kyoto Protocol on the upcoming seventh session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP 7), and fifth session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA 5), which will take place in Bonn, Germany, from 29 March to 8 April 2009.

18 January 2009: Speaking at the 31st Summit of the League Arab States (LAS), held from 17-18 January 2009, in Kuwait City, Lennart Båge, President of the UN International Fund for Agricultural Development (IFAD), called for re-engaging the agricultural sector to meet the challenges of food security and climate change, with particular attention to energy efficiency, water scarcity and the environment.

European Commission Releases Proposals for “Comprehensive Climate Change Agreement in Copenhagen” [viewed]

28 January 2009: The European Commission has released a communication entitled “Towards a comprehensive climate change agreement in Copenhagen,” which sets out proposals to achieve the EU's objective to ensure that global average temperature does not increase more than 2°C above pre-industrial levels. It addresses three key challenges: targets by developed countries and appropriate actions by developing countries; the need to address the financing of actions by developing countries (both to mitigate greenhouse gas emissions and adapt to climate change); and the need to build an effective global carbon market.

Madrid High-level Meeting on Food Security for All Calls for Exploring Options for a Global Partnership for Agriculture and Food Security [viewed]

27 January 2009: The High-level Meeting on Food Security for All, held from 26-27 January 2009, in Madrid, Spain, issued a statement that calls for a consultative process on options for a Global Partnership for Agriculture Food Security and Nutrition. Convened by the Government of Spain and the UN, and attended by representatives of 126 countries as well as UN agencies, civil society, trade unions, academia, donor agencies and the private sector, the meeting reviewed progress in addressing the global food crisis since the UN Food and Agriculture Organization (FAO) High-level Conference on World Food Security: the Challenges of Climate Change and Bioenergy, held in June 2008.

27 January 2009: The 2009 Humanitarian Action Report was launched in Geneva, Switzerland, by UN Children's Fund (UNICEF) Executive Director Ann Veneman and UNICEF Middle East and North Africa Regional Director Sigrid Kaag. The Report highlights the plight of children and women around the globe in humanitarian emergencies, such as conflict situations and natural disasters.

UNFCCC Executive Secretary Addresses UK Parliamentarians: 2009 the Year of Climate Change and of Opportunity [viewed]

26 January 2009: In an address to UK Parliamentarians, Yvo de Boer, UNFCCC Executive Secretary, underlined that the need for urgent action on climate change has become “abundantly clear” and that a political solution to the world's most pressing problem is critical for humanity's further development as a whole, and especially for the world's poorest and most vulnerable. Recognizing that the Poznan climate conference of December 2008 had not been marked by any major political outcomes, he noted that it made progress in a number of specific areas of work, including the adoption of the Poznan Strategic Programme on Technology Transfer and the operationalization of the Adaptation Fund, and fully endorsed an intensified negotiating schedule for 2009.
