The document (FCCC/SB/2014/INF.4) is based on views, information and review of the work of the forum provided by parties and relevant organizations. The 40th sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI) requested the Secretariat to prepare the synthesis paper for consideration at SBSTA 41 and SBI 41.

The message presents a five-year roadmap that addresses five priorities: building resilience to climate change; addressing biodiversity loss; developing a green and blue economy; advancing research; and facilitating access to resources.
